MINUTES OF THE MEETING HELD ON Tuesday 15 November 2022

 

 

Location:     Beckwithshaw Village Hall

 

 

Present:         Councillors – Cllr D Spence (Chairman), Cllr A Ellis, Cllr M David, Cllr J Parish,

Cllr Mrs S Swires and Cllr N Hull.

Parish Clerk – Mrs J H Galloway.

 

                    3 Members of the public were present.  

 

 

1        Apologies    Cllr V Oldham. 

 

 

2        Declarations of Interest             None.  

 

 

3        Exempt Information                     Item 16 of this meeting was held in exempt session

as it concerns information relating (to an (individual) (to individuals) under

paragraphs 1, 2 & 3 of schedule 12A to the Local Government Act 1972

as amended. Therefore the public will be excluded from this part of the

                              meeting due to the sensitive nature of the item under discussion. Exempt

Information will be kept separate and will not be released for Public scrutiny.

 

 

4        Minutes of the meetings held on 11 October 2022  

 

 

Approval of the Minutes of the Parish Council Meeting was proposed by Cllr Swires, seconded by Cllr Ellis and signed by the Chairman.

 

 

 

5        Urgent Business            Bench – The Broxap 75 is the bench we would like to purchase.

                                                                Cost £554.00 plus VAT. Cllr Hull informed.

 

 

VAS – A Quote of £4,268.63 plus VAT has been received for

another flashing traffic sign received. Continue to seek

funding.

                                                 

                                                  PC Vacancy – Mr Steven Swires has accepted the invitation to

Become a Parish Councillor. Clerk to obtain relevant papers for

next meeting.

 

6        Finances       The bank balances at 15 November 2022 were reported to the Parish Council:

          Still trying to pay Defib costs £170.00 + VAT = £204.00

          Their payment methods were unusable, awaiting proper invoice

                   

          Clerks Expenses of £151.33 was approved by Cllrs Spence and Parish

          (£40.00 Data Protection fee still to be claimed).

Prior approval to pay Clerks Salary for the December quarter plus back pay (as per precept papers) from 1/4/22  approved by Cllr Ellis and seconded by Cllr David.

 

Clerk to investigate the possibility of a ‘Debit Card’ for some payments.

 

The Precept Calculation Request 2023/2024 of £7,655.00 was proposed by Cllr

Spence, seconded Cllr Ellis and agreed by all.

 

         

7 & 8  County and District Councillors

 

                    Cllr Hull to enquire about the status of Beckwithshaw School.

 

                    North Yorkshire has not set the rates, maybe an increase of +%5.

 

 

9        Planning Matters

            Two storey side exemption, remodelling of rear store to utility room with new roof and

Window at The Barn, Higher Shaw Farm, Shaw Lane (Miss Emma Holmes).

 

                        The Parish Council has no objections.

Siting of an agricultural slurry storage bag on land for agricultural purposes on land at

Moor Park, Norwood Lane (K Swires and Co)

 

The Parish Council has no objections.

 

 

 

10        Local Plan                  Awaiting a date for the next Stakeholders Meeting. 

 

 

 

 

11      Traffic and Highways      

 

Work to replace the Double Yellow Lines and the “School” Road

Marking on Otley road in the village and also the replacement of the

“Anti-slip Surface” on Pot Bank, has been requested for the third time.

Details have been forwarded to Cllr Hull. A response has been received

from Customer Services re the double yellow lines, they have put in

another request to Boroughbridge (they apologise for the delay)

 

Pot Bank anti slip  - surface was replaced with an Anti-Friction

Compound within the tarmac.

 

Says service requested and fulfilled for the “school” marking on road.

 

Pot holes and damaged chevrons on Shaw Lane, lighting at roundabout

and flooding on Pot bank all to be reported.

12      Copse and Grass cutting           The plaques for the commemorative oak saplings still

Need to be put into position. Cllr Ellis to place plaque

opposite Shaw Lane Junction.

 

A thank you from the Parish Council goes to the person/s

who donated and planted a replacement Oak sapling in

the Verge opposite Shaw Lane.
