MINUTES OF THE MEETING HELD ON Tuesday 27 September 2022


Location:     Beckwithshaw Village Hall


Present:         Councillors – Cllr D Spence (Chairman), Cllr A Ellis, Cllr J Parish, Cllr Mrs S Swires

                                        and Cllr N Hull.

Parish Clerk – Mrs J H Galloway.


                    4 Member of the public was present.  


                    One minutes silence was held for HM Queen Elizabeth II


The meeting that should have been held on 13 September was postponed out of respect for the Queen’s Passing.

3        Exempt Information                   None.



4        Minutes of the meetings held on 19 July 2022  


Approval of the Minutes of the Parish Council Meeting was proposed by Cllr Ellis, seconded by Cllr Parish and signed by the Chairman.



5        Urgent Business            Bench – Cllr Hull has requested and will be sent information

abouts quotes for a bench and any funding details.


Hedges – The landowners (Messrs. Scott and Gibb) of the

previously overhanging hedges to be written to explaining

their responsibilities.  

Cllr Hull to forward to the PC information on the procedures on overgrowing vegetation.


Boundary Fence – NYCC to be asked for a timeline for when the

fence will be replaced.


Insurance – Accidental damage caused by any of the trees in the

Copse is covered by the PC’s Insurance.


VAS – Quotes for another flashing traffic sign to be obtained and

the availability of any funding (Knabbs Ridge, Two Ridings)

                                                  Energy – Information re energy efficiency measurers to be

launched by E.ON to be included in Newsletter and

published on the Parish Council’s website.


                                                  Newsletter – Litter Pick date – Saturday 29 October 10am till

                                                            12 noon commencing in the village hall car park. Pickers,

Hi Viz jackets and bags provided but please bring own


-     Energy information as above.

-     Information regarding the Overhanging Vegetation responsibilities of Residents and landowners.

-     St Michaels Church open for Charity Donations.

-     Parish Councillor Vacancy.



6        Finances       The bank balances at 27 September 2022 were reported to the Parish Council:

          Approval to pay Clerks Salary and Tax.  £542.95 and £135.80

          Approved by Cllr’s Ellis and Swires.       


          Approval to pay Barnes Associates - Tree Survey Cost £229.80

Approved by Cllr’s Spence and Swires.


The ‘Exemption Certificate’ for the Annual Audit has been received by the External




7 & 8  County and District Councillors


                    The Kex Gill contracts have been signed.


                    The Council Tax consultation has now closed.


There will be an election for a Mayor of York and North Yorkshire. The elected Mayor will chair and lead the Combined Authority, and will assume the office and powers of the Police, Fire and Crime Commissioner for North Yorkshire.





9        Planning Matters - Applications


Erection of single storey rear extension and first floor side extension at Thackray

House , Moor Park, Beckwithshaw (Lois Manton)


          The Parish Council has no objections.




Demolition of existing house and associated outbuildings and the erection of a

replacement dwelling at Leckhampton House, Hill Top Lane (Mr Matt Walsh)           

          The Parish Council has no objections.



-        Appeals


Change of use of agricultural land to tourism, erection of 2 glamping pods and

installation of septic tank at Beckwith Cottage Farm, Beckwith Head (Ms J Olner)



10      Local Plan            Awaiting a date for the next Stakeholders Meeting.         



11      Traffic and Highways      

Work has been scheduled by NYCC to replace the Double Yellow Lines

and the “School” Road Marking on Otley road in the village. They have

also scheduled the replacement of the “Anti-slip Surface” on Pot Bank.


Details of service references to Cllr Hull as this is

the third time these faults have been reports.


Report (via the Parish Portal) that the mini roundabout at the junction

of the B6161 and B6162 requires remarking.


The grass verges alongside the footpath into Harrogate have been cut.


The supports for the “20’s plenty” banner at the Junction of Shaw Lane

and the B6161 have been vandalised again, and needs replacing.


The Chevrons on one of the bends needs maintenance, Cllr Parish to

provide “What Three Words” location.



12      Copse and Grass cutting           The plaques for the commemorative oak saplings to be  

put into position on the litter pick day (29 October).

The work that needs to be done as a result of the “Tree

Survey” to be coordinated with Village Hall and Church.



13      Correspondence              None.
