MINUTES OF THE MEETING HELD ON Thursday 11 April 2019

Open Meeting the meeting commenced at 8.50pm
1. Apologies: Cllr

2. Declaration

3. Exempt Information: None.
4. Minutes of the meeting held on 14 March
2019.
Approval of the Minutes of the Parish Council
Meeting held on 14 March 2019 was proposed by Cllr Muirhead, seconded by Cllr Ellis
and signed by the Chairman.
5. Matters arising not dealt with elsewhere: Paperless
planning consultations – having
got permission to use the TV belonging to the
Village Hall it was decided to use an HDMI cable between the PC’s Laptop and
the TV to view plans etc.
6. Traffic Working Party Report: Following analysis of the latest set of Speedcheck
results by the 95 Alive Traffic Panel the decision has been taken by them to
stand down the Beckwithshaw Community Speedwatch Group and use vehicles with
enforcement cameras instead. In a way this is a good result because it
has been acknowledged that speeds in the village are unacceptably high.
However, as we have been given no dates for when the enforcement will start or
how often cameras will be deployed it remains to be seen whether this will
prove a deterrent or not.
Thanks to the Parish Council and District
Councillor Victoria Oldham we now have two banners on permanent display which
remind drivers to curb speeds and it is hoped that we may be able to purchase a
vehicle activated sign for the village in the not too distant future – once
NYCC policy guidelines have been issued.
A huge thank you to all who turned out and
all who supported the effort.
7. Urgent Business:
a) Bus Parking Still
waiting for a response from Harrogate Borough
Council, a reminder to be sent.
b) Parish Clerk Candidates
are being sought.
c) Parish Councillor A
vacancy has arisen following the resignation of
Cllr Ms Lora Barovic. Harrogate Borough Council
Protocol to be followed for replacement and
appointment.
d) Litter Pick Equipment
has been collected for 13 April 2019.
8. County Councillor’s Report: The Kex Gill repairs are completed and the road will be
closed for resurfacing week
commencing 13 May 2019. The County Council
has received £30m extra
for road repairs from the Government.

10. Planning
Matters:
APPLICATIONS
19/01127/FUL
Erection of detached garage and an office at
Shawfield Barn, Shaw Lane (Mr Parr)
The Parish Council has no objections.
11. LDF Update: Awaiting the final Inspectors findings
should be available later in the
year.
12. Highways: Prior to the Tour de Yorkshire Cycle race
passing through the roads are being patched and resurfaced.
13. Finance:
a) The
bank balances at 11 April 2019 were reported to the Parish Council:

Following
the Bank misinformation about how to add and delete signatories from the bank
account a new mandate is required. According
to the bank only Cllr Muirhead and Cllr Mrs Ryder were authorised to sign,
therefore the year end cheques had to be redrawn and signed.
Approval
was given to look into Internet Banking and the setting up of an approval
system.
14. Correspondence:

v) Newsletters and e-mails
forwarded to councillors.
15. Update on the
Copse: A request from Beckwithshaw CP School
to use the copse for
‘forest school’ sessions. Permission granted.
Trees to trim in
Copse that are overhanging signs.
Grass verge Cutting
investigate existing contract.
