MINUTES OF THE MEETING HELD ON Tuesday 11 September 2018

4. Minutes of the meeting held on 17July
2018.
Approval of the Minutes of the Parish Council
Meeting held on 17 July 2018 was proposed
by Cllr Spence and seconded by Cllr Ellis.
5. Matters arising not dealt with elsewhere: Item
5 – 12 July Minutes, 10,961 vehicles
via Shaw Lane is
included in the total of 56,740.

6. Traffic Working Party Report:
The Speedwatch Group
has written to the Police Commissioner about the possibility of changing speed
limits in and around the village as North Yorkshire Highways say they cannot
change limits without Police agreement.
Cllr Lumley reported that the County Council
has relaxed their rules re traffic signs. They still say that any signs need to
confirm with their regulations. It is possible that we could be installing
speed signs in a few months.
7. Urgent Business: Contribution
to Traffic Survey for Local Plan Challenge
Following a lengthy discussion it was agreed
that it was better to remain in the loop and the following proposal was made:-
“It is proposed that
Haverah Park with Beckwithshaw Parish Council make a ‘one-off’
contribution of £175.00
towards the Traffic Survey by BWB”
Proposed by Cllr Ms
Barovic, seconded by Cllr Spence and agreed by all.
Clerk to write offering
£175.00 (representing 5% of Budget) as a “one-off” payment
be offered as a contribution on condition that the Parish be treated
equally with the
other parishes and organisations involved even though the contribution
is much
smaller.
8. County Councillor’s
Report: Cllr Lumley
reported that Kex Gill will have a temporary
repair
to keep it open until the building of the new road which could
commence
in 2020 and take approx. five years to complete. £11 million
has
been received from Central Government for road improvements
in
Harrogate.
9. District Councillor’s Report: Cllr Miss Oldham had asked local businesses
to apply to
a
Hardship Fund for support, but has had no replies. She reported that
the Local Plan has now
been submitted. Local Charities could benefit
from the Harrogate
Lotto which is now ‘live’. Several open days have
been announced for the public to view the new
Civic Centre.
10. Planning
Matters:
Harrogate
Borough Council had written re the implementation of
“Electronic
Consultations on Planning Applications”. The Clerk was requested
to
reply asking that hardcopy plans still be sent and that we could not afford
to
pay £10 to £15 per application.

12. Highways: Posters to help reduce speeding through the
village were discussed and costs to be investigated. A query re the entrance to
Haverah Park (opposite the cricket field) was brought up and Cllr Lumley is
going to check.

14. Correspondence:

16. Councillors Questions: The Broadband Survey by Harrogate Borough
Council is on
the website and notice board.
A report about rubbish on the football field be
passed to the Village Hall Committee.
