MINUTES OF THE MEETING HELD ON Tuesday 17 July 2018

 

Location:     Beckwithshaw Village Hall

 

Present:         Councillors – Cllr M Nicholson (Chairman), Cllr D Spence, Cllr T Muirhead, Cllr A Ellis, Cllr Mrs J Ryder, Cllr Ms L Barovic and Cllr Miss V Oldham.

 

Parish Clerk – Mrs J H Galloway

 

                    PSCO Martin Powell and 1 Member of the public were present.

 

Before the meeting commenced PSCO Powell introduced himself and gave a brief description of the type of police work he is involved with. He also mentioned the theft of lead from the church.

4.       Minutes of the meeting held on 12 June 2018.

 

Approval of the Minutes of the Parish Council Meeting held on 12 June 2018 was proposed

by Cllr Ellis and seconded by Cllr Muirhead.

                             

5.       Matters arising not dealt with elsewhere:      Harrogate Borough Council is contacting the

public about the strength of their broadband signals

6.       Traffic Working Party Report:             

 

There has been no Speed Watch operations since the last meeting.

Ms Parish has received the information from the Data Loggers and is analysing the information. There were 56,740 vehicles recorded passing through the village in a week from the western side of the village. 10,961 also approached via Shaw Lane.

Cllr Nicholson spoke to a company at the Great Yorkshire Show which sells flashing traffic signs, they commented as to why NYCC will not allow any other signs but the ones they supply. This company may make further enquiries. Still waiting for a policy decision from NYCC on this matter.

                   

7.         Urgent Business:   Rural Crime Watch. 

All incidents, however small should be reported.

A Mobile Watch Scheme is being set up and they are looking for volunteers

                             

                                       

Emergency Plan. A new draft plan has been received and is in the

process of being checked.

 

Data Protection. The Electoral Role is kept separate from all documents, is not recorded on the Parish Council Computer and only the Parish Clerk has access to this list. Permission to be sought from

the members of the Councillors email list and from the members of the Newsletters group email list. Cllr Spence, as Data Protection Officer to monitor this.

 

 

8.       County Councillor’s Report:      None.

 

 

9.       District Councillor’s Report:      Cllr Miss Oldham has also asked for an evening meeting

for the Parish Councils/Planning consultation. Information on Preventing Terrorism will be publicised on the Website. There are funds available for Community Led low cost self build housing for local occupation.

 

10.     Planning Matters:            Applications

 

                      18/02177/FUL

Formation of agricultural access, track and farmyard; Erection of gates and walls at Beckwith Lodge Farm (Mr R O’Neill)

 

Prior Consultation – The Parish Council has no objections

 

11.   LDF Update:             A request has been received from HAPARA to join in with the

proposed Traffic Impact Survey. Email to be sent expressing the Parish

Council’s interest.

 

12.   Highways:      On Norwood Lane some of the marked potholes have been filled.

                              Harrogate Borough Council’s Properties Department have reattached the “Church Row” sign. Photographs of potholes, missing signs etc seem to achieve better action, please forward to the Parish Clerk.

                             

13.  Finance:

i)       Email received from Sandie Wilkinson re footpath diversion at Beckwith. The Clerk has replied.

ii)     Email from Harrogate Borough Council re the Parish/Planning consultation meetings. The Clerk has replied requesting more notice and the possibility of evening meeting dates

iii)    Newsletters and e-mails forwarded to councillors.
